Job Description
OBJECTIVE OF THE CONSULTANCY
The objective of the consultancy is to contribute internal and external knowledge on low environmental impact aquaculture practices in the context of Blue Economies policy design, based on the example of Indian Ocean countries. The consultancy should pave the way for the Bank’s work in this area for the next years.
DUTIES AND SCOPE OF THE ASSIGMENT
Under the overall guidance of the Director of the ECNR, and reporting to the NRM specialist in charge of fisheries, the consultant will carry out the following tasks:
A desk review of low environmental impact aquaculture in Indian Ocean countries;
A field study to review “green aquaculture” investments which have taken place in Madagascar during the last two decades (some of which have been supported by the Bank), namely (but not exclusively):
1. red seaweed Eucheuma striatum and E. cottonii farming;
2. sea cucumber Holothuria scabra farming both small-scale and commercial farm;
3. spirulina culture.
A field study to review seaweed farming in Zanzibar (Tanzania), its economic and social impact and analyze how its development has been managed to avoid conflicts with the tourism industry;
Identify the initial and current constraints to the development of these low environmental impact aquaculture practices, draw lessons from the positive developments and failures,
Look at all the steps of the value chains, analyze the current global market for the different products and identify opportunities for local value addition;
Make recommendations to policy makers on the way forward to develop these value chains in the overall context of Blue Growth/Blue Economy, taking into consideration the positive experiences of other countries with similar marine environment (in particular in South-East Asia).
After the desk review, the study will include field visits and interviews of key stakeholders: communities, private operators, environmental NGOs (i.e. Blue Venture), administration officials and research institution (i.e. IHSM) in Madagascar and Zanzibar.
SELECTION CRITERIA
A minimum of a Master’s degree (or its equivalent) in aquaculture or fisheries;
At least ten (10) years of relevant experience in aquaculture, with at least five (5) years in Africa;
Good knowledge of the African aquaculture context;
Some experience with low environmental impact aquaculture in South East Asia would also be an advantage;
Experience of working with development organizations;
Excellent analytical, writing and oral communication skills in English and French.
ASSIGNMENT TIMEFRAME
The consultant would be expected to start on 01 September 2017. The assignment will last 40 days including 20 days of travel to Madagascar and Zanzibar.
