POSITION SUMMARY
Freedom House seeks a Chief of Party for an anticipated five-year project in on Data Driven Advocacy. This project, funded by the U.S. Agency for International Development, will improve and sustain n civil society’s ability to advocate for, and influence policy on, key national-level issues.
The Chief of Party will be responsible for leading all areas of program management including strategic design and implementation, financial management, staff supervision, office management, communications, donor relations, advocacy, fundraising, monitoring and evaluation, and reporting. This position is based in Dar es Salaam and reports to the Regional Director/Senior Program Manager for Africa in Washington, DC.
Note: This position is contingent on funding.
ESSENTIAL DUTIES
Provide overall leadership and managerial direction and fulfil the diverse managerial requirements of the project;
Responsible for all technical and management aspects of activities and personnel;
Be the project’s representative to USAID/, Government of (GoT), other donors, and key stakeholders;
Responsible for the smooth implementation of the project, and for effectively addressing problems and challenges that may arise during project performance;
Responsible for managing Consortium partnerships;
Responsible for timely and accurate delivery of all reports and other program products;
Responsible for the quality, cost, and timeliness of performance of all work performed under the project;
Monitor and evaluate processes, and write program reports to ensure completion of project objectives;
Ensure compliance with donor regulations;
Assume responsibility for the daily operations of the office, which includes but is not limited to: financial management, general office administration, public relations, and staff management;
Network and liaise with consultants, members of governments, civil society organizations, international and regional bodies, and private funders;
Proactively seek out new funding opportunities and represent Freedom House before funding organizations;
Develop advocacy initiatives to support human rights in ;
Required to travel to project sites within the region;
Other related duties as assigned.
MINIMUM QUALIFICATIONS
Master’s degree in international development, rule of law, public policy, political science, public administration, human rights, or other relevant field;
At least 10 years of senior-level experience in the design implementation, and management of of similar size, complexity, and setting;
Demonstrated experience working on youth and/or gender programming, preferred;
Demonstrated leadership skills and experience in building and maintaining productive working relationships with a wide network of institutional partners and stakeholders, including host governments, civil society partners, and donors;
n or national from an East African Community or Southern Africa Development Community (SADC) country (please specify in cover letter);
Working-level fluency in spoken and written Kiswahili with ability to represent the project in meeting with GoT and/or local partners conducted in Kiswahili;
Fluency in English oral communication and strong writing skills are required;
Experience in challenging environments and flexibility to apply lessons learned from other contexts;
Knowledge of USAID rules and regulations, and other donor approaches to civil society development;
Experience developing project proposals for USAID, Department of State, European human rights institutions and private donor organizations;
Demonstrated financial management experience including preparing and managing budgets, contracts, and negotiations, and subgrant management;
Demonstrated ability to effectively manage a diverse team of employees, including expatriate and local staff;
Ability to use productivity software such as MS Word, Outlook, PowerPoint; and Microsoft Excel.
WORKING ENVIRONMENT AND CONDITIONS
Office located in Dar es Salaam,
Frequent travel within East and Horn of Africa and occasional travel to the U.S.
